Type 3 Asbestos Surveys

Type 3 surveys are designed for properties that are due for major refurbishment or complete demolition and any asbestos materials will need to be found regardless of where it is, because these materials are going to be disturbed during the refurbishment or demolition.

You have to find it no matter where it is, unlike a type 2 survey where you can walk around visually inspecting visible and accessible materials, with a type 3 you have to be more thorough and pull things apart to look behind them and makes holes in various materials, a board or panel could be covering asbestos materials and should be removed to ensure non is missed.

It goes without saying that a type 3 survey should not be carried out when the building/area is occupied

Just because its a minor destructive method of surveying it doesn't mean that you can go round making huge holes in materials (some surveyors use an axe for type 3 surveys) you still have to use control measures and fibres suppression techniques when sampling so that you don't expose yourself and create asbestos contamination of the areas you are surveying, this would require an expensive environmental clean by licensed asbestos contractors before any removal work can be carried out, adding significantly to the costs.

Asbestos removal requires a four stage clearance inspection, part of the inspection is an examination of the area after the asbestos removal has been carried out and any contamination found (caused by the sampling and not cleaned sufficiently) will result in a failure and the whole area will have to be cleaned again.

The final report will be used to estimate the cost of removing all the asbestos from the property before demolition or refurbishment can take place.

Full material assessments are not required for these type of surveys although the asbestos type, material type and friability of the material should be stated. Some materials will be notifiable (to the HSE) for removal and some won't, the survey report should indicate which is the case.
